The background paper titled Dissensus over Liberal Democracy in Europe, provides a theoretical context, and is complementary material to the Practitioners’ Handbook on Early Warning Mechanisms for Civil Society Organisations.
The paper examines how dissensus over liberal democracy in certain areas manifests in four Member States: Hungary, Poland, Belgium and the Netherlands.
