The policy brief authored by the Hungarian Helsinki Committee reflects on the evolution of EU conditionality regimes attached to the legal framework governing the implementation of the 2021-2027 multi-annual financial framework and the additional Recovery and Resilience Facility.  It includes a set of policy recommendations for EU Co-legislators and the European Commission based on the experiences of the application of the conditionality regimes in the case of Hungary.
