Following the adoption of EU Regulations on ‘Rule of Law’ (Regulation no. 2020/2092) and the ‘Next Generation EU Package’ (Regulation no. 2020/2094), a “new method of government” gained ground to achieve reform and investment policy coordination, as well as the protection of the rule of law. This combination assisted the institutional systems of the EU and its Member States to make a significant step in the direction of a democratic polity more compliant with the principles of the rule of law.
This collective working paper, edited by Nicola Lupo and Giovanni Piccirilli (Luiss University in Rome), gathers different chapters all converging to a twofold aim: register the most recent novelties in this advanced understanding of conditionality, and tackle the question whether this new “method of government” can be stabilised and generalised further.
